Professor Yung-hsiang (Frank) Ying, graduated from the University of Kentucky, is a Ph.D. in Economics with research interests including International Finance, Macroeconomics, Political Economics, and Health Economics. After teaching a year at Colgate University in the United States, he went to Kaohsiung, Taiwan and became a faculty member at National Sun Yat-sen University for many years.

He then joined National Taiwan Normal University (NTNU) in 2012. Over his career, he has had administrative experiences in various positions including department chairs, Director of Poll Center, Vice President for International Affairs, executive member of Taiwan Assessment and Evaluation Association, board member of Asia-Pacific Association for International Education, and Dean of College of Management. Now he is the Executive Vice President at NTNU.

Through his career, he has been devoted to promote internationalization of universities by advocating students studying abroad, engaging faculty members in multiple-countries research teams, and hosting symposiums with partner universities.
